Legislative Updates: New Visa Opportunities for Talented Early-Professionals from India

The Australian government has recently introduced the Mobility Arrangements for Talented Early-professionals Scheme (MATES), a significant amendment to the Migration Regulations 1994. This update, scheduled to commence on 12 November 2024, aims to enhance mobility for Indian graduates and early career professionals by providing them with opportunities to live and work in Australia. Key Features of the MATES Regulations:


New Visa Stream: Creation of a new Mobility Arrangement for Talented Early-professionals Scheme stream (the MATES stream) within the Subclass 403 (Temporary Work (International Relations)) visa.


Eligibility:

Applicants must be between 18 and 30 years old.

Must hold a valid Indian passport.

Not currently or previously in Australia under the MATES stream.

Must be outside Australia at the time of application.


Educational Requirements: Applicants need a qualification related to targeted industries from specified foreign educational institutions.


Language Proficiency: Must satisfy specific English language requirements set by separate legislative instruments.

Health and Character Requirements: Compliance with Public Interest Criteria (PIC) 4005 and, if applicable, PIC 4019 after the age of 18.

Visa Conditions: Include maintaining adequate health insurance, not becoming involved in disruptive activities, and fulfilling ongoing eligibility criteria.


Application Process and Conditions:

First Entry and Stay: Visa holders will have 12 months to make their first entry to Australia and can stay for up to 24 months from the date of first entry.


Cap and Rights: Annually, 3,000 visa places are available. Secondary applicants do not count towards this cap and have unlimited work rights in Australia.


Financial Aspects:

MATES Visa Pre-application Process Charge: A nominal fee of $25.00 is prescribed for each registration in the visa pre-application ballot process.

Educational and Industry Specifics:

Qualification Levels: The required qualifications are equivalent to an AQF level 7 degree (Bachelor degree) or higher.

Registration and Selection Process:

Registration Requirements: Must use a designated computer program, declare eligibility, and register within the specified open period.

Ballot Process: Details about the open and selection periods, notification of selection, and provisions for registration expiry and withdrawal are specified in the legislation.


Application Forms and Procedures:

Form 1403 (Internet): Primary method for applying is through ImmiAccount, although alternate instructions may be provided by written notice from the Department.
